Certainly a tarot reading is not a "magical solution" to all of your problems, and it's not designed to make your decisions for you or tell you what to do.  Instead, it helps you to help yourself to make decisions.

The Tarot offers suggestions and possible outcomes, but it never "predicts" the future.  It's much more like a "forecast" that's changeable due to a lot of variables or the free will of yourself and others involved in making choices.  Thus, the future is never set in stone.  But if you like the outcome of a reading, you can reinforce that possibility by doing what you need to in order to accomplish the desired outcome.

On the other hand, if you don't like the outcome of a reading, you can often change it by taking whatever steps are needed to do things differently and get things turned around to a more favorable position.  This doesn't mean you can always change someone else's beliefs and what they will decide to do or not do . . . but the important thing is that you can choose to make positive changes that work to your advantage . . . to do the best things possible for yourself and your situation and choose to make the changes that you do have control over.
